The prime minister has approved the proposal for the introduction of Civil Services Aptitude Test (CSAT) in place of the existing Preliminary Examination for the Civil Services Examination (CSE).
According to the new syllabus, paper I includes current events of national and international importance, history of India and Indian national movement, Indian and world geography, public policy, poverty and others. CSAT’s paper II will include general mental ability, inter-personal skills, logical reasoning and decision making.
The new aptitude-based test will come into effect from May 2011 exam.
About 1.7 lakh candidates write the IAS preliminary exams conducted by the Union Public Service Commission (UPSC) in May every year. Successful candidates then have to clear the main exam and an interview to be appointed as civil servants.
This will be the first time that an aptitude test will be held as part of the civil service exams.
The change followed allegations that many students memorised subject-based text material and reproduced them in the exam. The modified pattern will provide a level-playing field to all candidates as they have to answer the same set of questions, the sources said.
Each of the two papers will have objective-type questions that will carry 200 marks and the candidates will have two hours to answer them. The candidates will have to clear both papers.

The Union Public Service Commission will hold the Combined Defence Services Examination (I), 2011 on 13th February, 2011 for admission to Indian Military Academy, Indian Naval Academy and Air Force Academy for the courses commencing in January, 2012 and Officers Training Academy, Chennai for the courses (Men and Women) commencing in April, 2012
Salient features of the examination are published herein for general information of candidates. For details regarding the eligibility conditions, syllabus and scheme of the examination, centers of examination, guidelines for filling up application form etc aspirants must consult the detailed notice of the examination published in the employment news/rozgar samachar dtd 25th September, 2010
Eligibility
Age limits, sex and marital status
For Indian Military Academy: Unmarried male candidates born not earlier than 2nd January, 1988 and not later than 1st January, 1993 only are eligible
For Indian Naval Academy: Unmarried male candidates born not earlier than 2nd January, 1990 (2nd January, 1988 in case of NCC Naval Wing ‘C’ certificate holders) and not later than 1st January 1993 only are eligible
For Air Force Academy: Unmarried male candidates born not earlier than 2nd January, 1989 and not later than 1st January, 1993 only are eligible
For Officers Training Academy (SSC course for Men): Male candidates (married or unmarried) born not earlier than 2nd January, 1987 and not later than 1st January, 1993 only are eligible
For Officers Training Academy (SSC Women Non-Technical course): Unmarried women, issueless widows who have not remarried and issueless divorcess (in possession of divorce documents) who have not remarried are eligible. They should have been born but not earlier than 2nd January, 1987 and not later than 1st January, 1993
Educational qualifications
For Indian Military Academy and Officers Training Academy: Degree of a recognized university or equivalent
For Indian Naval Academy: Degree in Engineering
For Air Force Academy: Degree of a recognized university (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering
Candidates who are studying in final year degree course and have yet to pass final year degree examination or equivalent examination can apply for the examination, but they will be required to submit proof of passing the degree examination or equivalent examination by the specified dates published in commission’s notice for the examination
Physical standards: Candidates must be physically fit according to the physical standards for admission to combined defence services examination (I), 2011 as given in appendix-V of commission’s notice for the examination published in employment news/rozgar samachar dated 25th September, 2010
How to apply: Candidates may apply online by using the website http://www.upsconline.nic.in, detailed instructions for filling up online applications are available on the above-mentioned website
Candidates may also apply off-line, in the common application form devised by the commission for its examinations which can be purchased from the designated head post offices/post offices (specified in appendix-III of the notice) throughout the country against cash payment of Rs 20/- (Rupees twenty only). Each such form can be used only once and only for one examination
In case of any difficulty in obtaining application forms from the designated HPOs/Pos, the candidates should immediately contact the concerned post master or UPSC’s forms supply monitoring cell over Tele 011-23389366/Fax 011-23387310
Fee: Candidates applying online are required to pay a reduce fee of Rs 50/- (Rs fifty only) either by remitting the money n any branch of SBI by cash, or by using net banking facility of SBI or by using visa/master credit/debit card
Candidates applying offline (through common application form) are required to pay a fee of Rs 100/- (Rupees one hundred only) through central recruitment fee stamp only
All female candidates and SC/ST candidates are exempted from payment of fee (OBC candidates are required to pay full fee)
